Authority, intent, constraint. It can't be inferred from behavior, so it must be spoken by someone with the right to speak it.
OBSERVED — flows up
The actual, as it posted. Recoverable from the world. Allowed to inform — never to constitute.

No process may quietly move the target to match the actual — that path isn't restricted, it's unrepresentable. Resolution is always a decision someone signs.

What can be reconstructed from exhaust belongs to the fabric. What only becomes true because it was declared is the residue. The compression ratio is where that line reads as a number.

A domain specialist constructs the world model — formal predictive modeling, not metaphor. It learns the organization's causal structure.

Hydrate
It ingests operational reality — budgets, strategies, forecasts, process lineage. Every decision path gets traced.

Authority
Fully hydrated, it is given autonomous authority over business processes. Not assisting — operating.
